The store stocks are held in the save.hdr file which makes them permanent. However, the frosgard stores aren't saved so they restock every time you reload your game just as if you were entering them for the first time. To force a restock of stores other than frosgard, you can buy all the items. Then save and reload and reenter the store. It will then get a new set of items. |
