Ok, I just got the locket of hair last night. Went to the guy to make the potion. Rested outside the shop for 2 hours. It was not a little after 8pm. I went back inside, and he handed me the potion. So....I don't know why he didn't give it to you. Sorry. Perhaps it was the act of staying at the inn which trigered it.
