If you are getting the message that the character needs to be promoted to become an expert for that skill it meens they have to be promoted. For example, Initiat needs to be promoted to Healer. Blanking on weather thats the correct terms for the classes but you get the point. So thats two of them, they actually need to become a better class in order to become an expert in that skill. The other two, if it sais they need to have skill level 4 and they do and you have enough gold...then they should be able to learn it at expert level. You should just click on that persons name. Where it sais "Blank needs to be level 4" or something similar then just click on that specific text. Hope this helps.
