I think that I went wrong between #3 and #4. Either I did not get the treaty from her and now I can't, or I got the treaty and am now getting no dialogue options with the Jarls. I am at work now and so cannot check to see if one of my chars has the treaty. I did get through the first two points and talked to Kira though. Thanks for the advice. BTW I have returned to Kira's but no cut scene
