There are other ways for a MM9 instaltion to go wrong, but most of them wouldn't create the problem your having. First... The 1.3 patch will tell you if it was successful. Look in your MM9 folder for a file called 'PatchWise.log'. Open it as a text file and make sure no errors were reported. If so, please post it here. My best guess is that the problem happened with the initial install and is in your registry. You might have installed, then uninstalled and re-installed to a different drive. That could have left a bad entry in your registry pointing to an incorrect for the Minisaves. If you're comfortable navigating the registry then you could seek all MM9-related entries looking for the culprit.
