It's better to arm a lich with a thrown weapon rather than a bow. He is restricted to normal skill level with the bow, but can Master thrown weapons. The same is true to a lesser extent for the mage, but he can only reach expert in thrown weapons. But as Zedd says, the best user for thrown weapons is the assassin. However, IMO all this is overridden by the availability of artifact weapons. There are two throwing weapons and two bows, and you just give them to whoever can use them best. I usually arm my priest with Everstrike (only he and a ranger can use it, and I never run rangers), my assassin with Trolleri, my lich with Tilhygge, and my gladiator with the other artifact bow - I can't remember its name off-hand.
