Yes, Training Hall respawn was changed to 1 month. The lead designer suggested two years but I though doing that would spark too many complaints. The 1.3 patch fixed many bugs with the Training Hall and its quest. IIRC, the sealing of the wall was one of them. Your brother might be able to fix it by removing the Thjorgard minisaves. I forget the exact details. There's a gap in the fence that keeps the Lindesfarne NPCs from falling in the ocean. It's at the entrance of the dock.
