First, the TELP's 1.3 patch can only be aplied to the official English 1.2 version of the game. If that's what you're trying to do -- that is, if the MAD version hasn't been altered -- then the problem is that the 1.2 patch failed when it installed. Unlike the 1.3 patch, the 1.2 patch won't tell you if it failed.

Uninstall the game, re-boot into Safe Mode and then re-install the game *in the exact same location*. Next, apply the 1.2 patch also in Safe Mode. Now re-boot and install the 1.3 patch. If this doesn't work then we'll have to do a bit more digging. Let us know.
