This was my fault. ATI has a control panel that allows you to control performance of the card, shifting between Performance and Quality. I had another game that was working odd, so I shifted it to Quality and it helped. I forgot about it and the card has been running in Quality Mode for months now. I just shifted it to Balanced and now the 2d windows pop up in about 1 - 1.5 seconds. I apologize for wasting your time, but I appreciate your trying to help. DavidC
