1. Did you kill the guy outside? (He looks like one of those robbers). You usually have to leave the city then reenter in order for him to appear. 2. Did you select a character to be promoted when you accepted the quest? 3. Did the dialog "We have completed the tasks" appear when you went back for the promotion?
