I don't see reason to update the DirectX to 9c in that specific case, since he's using a Directx 7 based Video card and Windows 98, therefore an older platform. The game requires DX 8 to run properly, but it's possible to force DX7 graphics without problems, this is made automatically. I'd suggest changing the drivers of the video card to 44.03 version from nVidia. nVidia messed the things up for DX7 based cards since the release of the first 5x.xx drivers, there's a constant performance drop and compatibility issues.
