You have the treaty and it has been prepared by Kira the Cold, You mujast now Reveisit Jarl Bjarni in Srturmford and Jarl Sigmund in Drangheim and show them the treaty. They will both then agree to sign then treaty in Thronheim. After you have done this, go to Thronheim and all the Jarls should be there,
