This was a new feature in MM9. Every town with a jarl has a scribe. Look for a sign with parchment and quill. They will tell you the location of all trainers. Of course, once you talk with a trainer about their subject the information will be entered into your Autonotes. You'll also find out that the trainers aren't scattered as in previous games. They didn't have time to make it more interesting.
