I found him underwater, right at the head of the inlet beside the dock. He didn't come up for air until the area respawned! The same thing tends to happen to the outdoor teachers in Lindisfarne. If one of them goes missing, walk up the coast with WizEye active and see if it shows a green dot out at sea.
