Exactly when are you getting this blue screen? Is it during the install or after? When in the process of either installing or loading the game does it happen?

Your hardware looks fine. Have you installed SP2 and DX 9.0c?

Leave changing your BIOS settings until we've ruled out other causes. You can access your BIOS when the computer first starts up by hitting a special key -- usually DEL, sometimes F10. It should tell you on your display while the memory is being counted or in your manual.

It's unlikely that you need a BIOS update, but it's possible. You'll need to refer to your motherboard vendor's website and search for a BIOS update. Follow the instructions faithfully; you can damage your computer if you are careless.
