First, if you go by what's in the manual then you should be upset about a lot of things. The manual was prepared well before the developers got close to the version that shipped. More on that later. The point is that the manual will tell you things that aren't so. Some changes make the game harder, some easier. The dev team tried to balance the game the best way they could given the constraints imposed on them. When in doubt they tried to err on the easy side. The original data file gave Normal Enchant a 10%, Expert 5%, Master 10% and GM 20%. This made no sense. We consulted with the lead designer and he confirmed that is was a mistake. You wouldn't have like the bugged Enchant once you trained up to Expert rank. Your 10% chance will occur when you advance to Expert. This is clearly such a case. I'm not at all sure where you're coming from here. MM9 was flawed because the publisher put unreasonable demands on the dev team.
