I need some help with the breaking up the ice quest. I received the quest and wasn't given any direction. I have spoken to everyone (I think I did) in Frosgard City. The people who talk about the docks just say they wish someone would break up the ice.

I need to be pointed in the right direction on where to find out how to break up the ice. I don't want any spoilers, just a hint on how to find out how to break up the ice. Do I need to talk to people in Frosgard City to learn how to do this?
