I've not heard of that bug before, so I don't know if the 1.3 patch will cure it. I would certainly install the v1.3 patch for other reasons, though. The "T" symbols do denote that the monster or treasure is on another floor. I think an actual "T" denotes that it's above your party and an inverted "T" indicates that it's below you. In either case, the length of the vertical gives you some idea of how far above or below.
