after deciding I would like to play 7 before getting into 8 too far I had a similar issue running 7 mm7.icd, a little bit of playing around (6 installs later) I found it has to do with the install failing to see a current version of directx installed (you see the programmers didn't bother to look for versions larger than 6, they looked for 6 and 6 alone) this is the same problem with directx 7 needed for M&M8. Anyway if you edit the registry (at your own risk) start>run>regedit - HKLM>software>microsoft>directx>right click and modify version to match which directx is needed for example mine was version 8 and the value data was 4.08.01.0810 I changed it to 4.07.01.0810
