... is the guy who gives you the Gryphonheart Trumpet quest. You need to be in the forest not earlier than 2 months and not later than 3 months after the start of the human/elf war.

But don't worry too much if you miss these quests. None of them are essential to completing the game. The only one you must do is to select a new arbiter after judge Grey dies - which is 3 months after the start of the war.
