Only those found worthy of the skills (i.e. those who have gained their second promo) can learn them.

After all, if your sorcerer takes care to have 7 levels in Water and his first promotion (and so can learn the Town Portal spell) before tackling the Tunnels to Nighon, you only have to do those once.
