Yes, Wallace stacks with "of Arms" items. I *think* the Hero's Belt stacks also, which gives you a total of +32 maximum. (It is worth noting that your effective skill cannot go above 60, so if you have +32, there's no point in raising your Armsmaster skill above 28, unless you want to give one or more of those items to another character.)
