IIRC, the goblin guards in the southern town and by Watchtower 6 turn hostile after you start the light path. The guards in the northern town are always hostile (probably an oversight). And the guards by William Setag's tower are never hostile (unless you attack them). (I could be misremembering some of this.)

To make it stranger, attacking the guards in the southern town (at any time) turns the nearby peasants hostile. (So I lead them out of sight before killing them.) But you can kill the northern guards right in front of the peasants, and they won't flinch.
