IMO, you should continue with the Mountains. Level 22 should be
enough. The "trick" of Thunderfist Mountain consists in numerous "narrow profiles" which the big Minotaur Lords cannot pass. Therefore, have your bows ready and lure Minotaur Lords to the narrow profiles. You should be enough strong to do something with the lesser minotaurs. The Evil Eyes should also be a smaller problem than the Minotaur Lords.
What you will need: some luck  , bags of healing tools, Spirit (Preservation, Bless, Heroism) and Body (Heal, Regenerate, Cure Insanity) magic and the Repair Item skill. First try to cleanse the way to the bridge in the Mountains. Then lure all Minotaurs to the bridge. The bridge seems to be impassable to them, they always fall through. Either they fall completely through (and die) or they become victims of your bows. Once you can operate between some exit from the Mountains and the bridge, you can cleanse most of the Thunderfist Mountains - and get some character levels.
