If it worked before, and not now, I wonder whether you have added or updated any programs that might be interfering with the installer. Perhaps antivirus software, or anything else security-related. (Could Windows Installer itself be interfering? I'm not all that familiar with XP.) You might want to try unplugging from the network temporarily, shutting down all unnecessary programs, and then running the installer. Alternate thought: Log in as administrator, then install.
