I don't know whether or not it's broken, but I always found that relatively few of the elemental "mass damage" type spells are worthwhile. The ones I use are Ring of Fire, Meteor Shower, Starburst and occasionally Fireball. I've never found Ice Blast or Fire Blast to be particularly effective. Rock Blast is a special case, because that bounces, and if there's a convenient wall, you can use it to shoot round corners.
