I'm playing solo paladin(dwarf,second slot).I just finished the EI and when I reached Harmondale and trained to lvl 4 I found myself "stuck" with merchant expert lvl 6.I had already the merchant skill but lvl 1.I don't have npc that enhance merchant skill either so it has to be some kind of bug.
