Many gamers did not have this problem. I guess, computer/programm configuration could be a key. I have keybord with wires, but mouse is wireless. Possible something linked to that. As I said, keybord is working properly. In the same time mouse is not. Why Tularean? No idea. Just have facts, not explanation. At least jet.
