if you have completed the Arch-mage quest and retrieved the "Book of Unmaking", you canoot TP to ANY destination you have already visited. It works fine for me (and everyone else that I know of) once that quest has been completed. You do not have to do the Arch-mage quest to be able to TP to Nighon or Celests (or the Pit, for that matter, once you have been there), those locations are not affected by the unmaking of the TP spell.
