You obviously did not check all the dwelllings on EI the first time. The expert bow teacher (me) lives in an apartment behind the arms dealer there. As soon as you finish saving the 7 dearves, the dwarf king will give you the key to EI. Talk to the lady in the village who sold you membership in the water guild about how to use it (the key).
