First of all, if you read the 2nd scroll it says, in part: "Start at Nothing". What that alludes to is that all scrolls are located at or near the x,y coordinates 0,0 in the respective maps. The fourth scroll is located in upper Tatlia (the snowy area) on the side of the mountain near the 0,0 cooridinates and is guarded by two groups of at leat 30 trolls each. This is not a problem if you picked up the 3 Carnage Bows (2 in the Castle and one near the Harmondale Teleporter Shrine. I just finished killing ALL the trolls in Tatalia (both upper and lower) and my party is still only level 1. Got a bunch more XP too!
