Thats basically what I did. I multilooted the Emerald Isle dragon for about 10 or so, then looted Wromthrax for one. Then I got one in clankers, then one in the Devil Hive thing.

Now I can't get anymore it seems, even the titan stronghold didn't have one. I am going to wait a year or two and redo the Devil Hive and see if there is anything in that chest.
