The Trumpet Quest will be given to you when (and if) you first appear in the Tularean Forest after exactly 2 months, down to the second, has passed since the War started. If you fail to appear in the Tularean Forest between that time and the death of the Arbiter (which is exactly 4 months since the start of the War) the Trumpet Quest will not appear.
