You are right but take into account how many times you will strike during a single combat. The law of big numbers will make a short process with any differences between 4d6 and 3+1d21. Your efficiency will be the same in both cases. You'll be able to see any difference only in the case of extra weak opponents: more dices = one blow is usually enough, less dices = you will usually need two blows.
IMO, it's better to forget dices and to calculate only averages. The dices could play any role only in the case of overpowered overweapons with huge attack (all opponents are extra weak) but such weapons should not be in any game.
