Actually, if the luck equals '15', the well won't boost the Luck stat. I just tried it with a party with Luck 15, 14,13, and 16. The characters with the 13 and 14 Luck gained the increased. The characters with the 15 and 16 Luck got no increase. This is in keeping with the "Branch on True" event code (OUT01.EVT) that supports this well 'event'.
