IIRC, most, if not all, areas have a certain theft-level set. Lady Carmine, being an inhabitant of that pesky Light city of Celeste is of course totally oblivious to the entire idea of theft. That Lieutenant, being a military man however, is of course as paranoid as can (and should) be, making pickpocketing a good deal harder. I think "special" NPCs, like Lady Carmine, Tolberti etc. might also have a specific theft-level set on them individually.
