Scrolls ignore your skill value and rank. All master scrolls cast at "M5" no matter whether you are a GM or whether you do not have the skill at all. Similarly, base scrolls cast at B5, expert scrolls at E5 and GM scrolls at "G5". Therefore the Town Portal scroll has a 50% chance to teleport you because the scroll casts at M5 without respect to your Water Magic abilities. (Town Portal chance = 10 * skill value, starting from skill value 10, the spell always succeeds).
