...we had a discussion about the vampire cape about 4 years ago, IIRC. It's most likely to turn up during a Light Path party's assault on the Wine Cellar. However, this likelihood is pretty small. I found it once (with my first Light Path party), and never again. If you really want it, save your position before you first enter the Wine Cellar, and do the dungeon repeatedly until you either find it or you lose patience with your computer and hurl the thing through the nearest window.
