You're refering a lot in your calculations to items of +Armsmaster and +Unarmed, citing +15 as an example. Problem is, if we're talking strictly about MM7 here, such items are far from being "abundant". In fact, they're nonexistant. All other numeric attributes on items have a limit of +25 for Lvel7 treasure, the maximum in the game (those can be extracted out of high-level monsters, found in certain chests, and made from stalt ore). However, for Armsmaster, Unarmed, and Dodging the limit is not +25 -- it is only +12!!! It is impossible to find even an +13 Armsmaster item, never mind +15. My theory is that the developers realised that such items would be overpowered and made a tweak into a random-item generator that effectively HALVES the attribute for those 3 skills, thus +20 becomes +10, +25(maximum) becomes +12(rounded down). There IS however a way to get an item of Armsmaster, Unarmed, or Dodging higher than +12. You can't find it, you can't make it from ore, you can't get it from a monster. But you CAN make it yourself!!! Enchant Item at GM level will produce enchantments of all varieties, including those 3 skills, of up to +17 level. So that is the only way to get such items.
