In MM7, you CAN get all artifacts and relics. Howeverm there is a cap on certain monsters as to how many you can get from each. From Morcarak on Emerald Isle, for example, 13 is the maximum possible from him. I'm not sure whether this cap applies to Wromthrax or the other dragons and Titans, but I rather think it does.
