The bug should be fixed with the 1.1 patch. Therefore, I have to suspect the Mok's patch. Try reinstalling MM7 and install only the official patch. Then experiment with a game editor: cheat in a spear and the spear skill at different base and expert levels. You should see that the spear skill works okay. At least, the spear skill always worked okay for me after patching. I have no experience with the Mok's patch.
