All I have ever noticed about the double shots is that they often do a lot more damage than single ones, and sometimes not. I never noticed that you can tell how much damage the second arrow does, as I thought that the damage was reported in one figure per round. I do know that you can sometimes hit two enemies with a double shot: the first arrow kills one and the second hits another.
