Normal: spell not accessible Expert: maximum charges = (50 + water skill)% of previous maximum Master: maximum charges = (70 + water skill)% of previous maximum GM:     maximum charges = (80 + water skill)% of previous maximum

Also, I seem to remember that there was a chance of the item blowing up. Or was that another game? *scratches head*
