Each time you recharge an item, the maximum charge you can give it depends on your skill in Water. Normal: spell not accessible Expert: maximum charges = (50 + water skill)% of previous maximum Master: maximum charges = (70 + water skill)% of previous maximum GM:     maximum charges = (80 + water skill)% of previous maximum Also, I seem to remember that there was a chance of the item blowing up.
