u should wait until the end to put it together. If u get a part before getting the quest, the game may not recognize that u have all the parts. Getting the wrong head doesn't stop the completion of the quest, it will attack u sometime after u drop it off at your castle. Eventually, all parts the areas will reset themselves and u can get the parts then. If u haven't put the parts together, then go to the judge, drop all the parts and then speak to him telling him u lost items option and use them parts for your golem.
IIRC the golem head is in a chest in the desert near where the GM air master is or on the hill above the stagecoach station.
