I found it in Deyja near the side that goes to Tullarean. I was trying to climb a hill that was impossible to climb, and after about three minutes a message log came up with a goblin demanding 1000 gold for the use of the roads in Deyja, called the Necromancer Toll. I refused to pay and was suddenly surrounded by about forty zombie type monsters.

Does any one know another way to activate this, or have you ever done so before.
