In theory it's a good idea to take those skills for the whole party so you can fight in the shoals, but I'm not sure it's practical. In practice, I suspect that you'll have better use for your skill points than to raise skills which you're only going to use in one area of the game. Buying the basic skills, so that you can at least do something, might be a good idea, but unless your party contains a monk, I would hesitate before putting hard-earned skill points into U&D. If I did decide to put any in there for other characters, I certainly wouldn't go above expert.
