IIRC, for DX7 that would be 7.0 (Microsoft got it right the first time), for DX8 it would be 8.1(b?), and for DX9 you'll want 9.0c. The version you should be using is determined by your graphics card. For example, if your card is only DX8 compatible, there's no reason to 'upgrade' to DX9. There might actually be some ill effects from running a higher version of DX with some cards. It's also nearly impossible to revert to an earlier version, so make your decision carefully.
