Go to your MM7 folder and run 'MM7Setup.Exe'. Make sure that 'Disable Accelerated 3D Audio' is either checked or grayed out. If it's unchecked then you have another problem. If it's grayed out then you have your DirectX Sound hardware acceleration set to eother 1/4 or 2/4 -- and your problem has to do with something else.

If it's checked then uncheck it and try launching again. If the game runs then wait a bit and listen to the sound. If it's choppy then you'll have to reduce the DirectX Sound hardware acceleration. Launch 'dxdiag.exe' in your Windows\system32' folder. Go to the Sound tab. 2/4 works for me.
