Perhaps if you listed your OS, someone else here would have an idea? (Troubleshooting video is quite system-specific, and unfortuntately, usually more so than just pertains to the OS. (Or maybe it's just that way for my funky custom systems?))

Have you tried running "dxdiag" to test your Direct3D capacity?
