This is the solution that worked for me.

Run dxdiag from the Start bar and move the hardware acceleration slider found under the sound tab down a notch. If one notch doesn't fix it, go one more. I had to turn mine completely down before the problem was solved.

I'm running in Win 98 compatibility mode in XP. This alteration worked similarly on other games on a Win 98 system.
